I have the same skimmer. Remove the fitting where the air line attached to the base and clean out the inlet. It tends to get clogged with salt and debris. Good luck
its because there's a design flaw in the berlin, the air hose is located after the pump. I was actually looking at a used one earlier yesterday at a LFS and noticed this awkward design. Solution: 1) get a needlewheel or propeller wheel pump that usually has an air hose input in the front of the pump. OR 2) shove an air hose in front of your power head so it'll suck in the air in chop it up to mini bubble. 3) this is salt water and not fresh right?
that skimmer is supposed to be in 6-8" of water

looks like you dont have your skimmer in the sump deep enough.
it needs to be at least 8 inches in the water,preferably 10 inches or so.

yeah those mag 9.5 are only good for mixing/ pushing saltwater and making flow.
