@prizzom yea I had to unplug the wires from inside the headlight, pull them out of the old handle bars, then I ran a wire through the new handlebars so I could pull the wires back through and hook the wires back up. A bit of a pain but I think it's worth it to have a nice clean look!
These are really fun little bikes, mine used to do 80-90mph the only mods to the engine were k & n's, jets and a home made 2 into 1 megaphone exhaust.
Thing I always remember about it was that it would be quite happy chugging along in 5th gear at say 25-30 mph and as soon as you gave it some throttle would pull like a train.
I would say though that you need to do more than turn the handlebars around to call something a cafe racer..
I'd spend a few extra bucks and get a half fairing... also you should shorten the handle bars so you can get yourself more tucked in. With the right mods, I've known people to get their street legal Cb200's up to 80-90+ MPH! I like the paint scheme and its interesting what you did to the reart fender.
Do you still have the 74 Honda you had listed on Craigslist?

Yes, the CB200 can do 70MPH, so a short spurt going down the interstae should be fine!

you should be looking at the 4/4 or 400 twin then, anything above 55-60 on the small twins is too frantic

I wouldn't trade my CB200 for anything.
