You can't. 9 is the limit because Canard's membership can't expand to the level of Moon Tree and certainly not Kestrel's.

At 2:40-2:58 it looks like that scene from Big O II "Leviathan". but ya, in what part did a Shonen Jump issue could be found once you reached the Creator's room?

Well, like I said, it's in the data for both Creator's Rooms, but after scouring the books, I don't think the issue is used in the game. It would have been easy to find if it had been there, given it's in Japanese (the other books were all in English save one) and Luffy takes up 1/4 of the cover.
