Maybe he regenerates. I know Balzack II does in the DS version, and probably the NES version too.

A rather unique lose-battle, this one. Later lose-battles in the series (e.g. Gema in V) just let the story progress as if the player lost. Almost as unique as the Ortega/Kinghydra battle in III.

enough to not use cheats then you can grind

I'm guessing they fixed this in the US version? I once used a game genie code to fight Keeleon for an entire day and didn't beat him once.
