it does sound to me like the caliper is locked up, yet im not seeing the rear wheel lock up once you do get going, u may have a collapsed read high pressure brake line, if u havent figured it out yet let me know, email michaelconleysr@gmail.com
sounds like its just the rear, i would take the rear drum off and try spinning the wheel, of course this would require you to put the jeep on a lift. make sure your axle shafts arent stripped. if thats not it i would check the rear diff to make sure theres no shavings. if all still looks good try some friction modifier.

sounds like the rear caliper is clamping the pads on the disc. try bleading the rear calipers
