If somebody says, "those damn blacks are ruining our country", it is simply generalized observation; whereas someone saying someone "we must destroy all blacks and conquer Africa" is explicitly condoning genocide.
The two mindsets are completely different. I am all for self-preservation, that is a natural human ideal; but simply getting upset over people making generalizations is not right at all.
