This is not the best defence for the weaker side. It is all right for the Rook to leave the King when the king is in the centre of the board. In fact keeping the King and Rook together like that makes the stronger side life easier. In fact, several grandmasters have failed to give checkmate in some of those positions but keeping the rook and king together like that proves that the black side is just making life harder for himself.
