@TutorialsForPS I have a different version of Photoshop, 5.0 and it doesn't have a signle line select so instead I just used the square shape and make the length between the two larger sides as small as I could and it worked pretty well
@TutorialsForPS its your render problem :S or does if its a photoshop problem only and not when you render the video then i guess the software doesnt support your operating system so i would recommend getting a new version of photoshop

It is usually 2 things, your graphic card's wires are melting, or your setting your video recorder fps to high, hope I helped =)
