I'm surprised you didn't start to put built empty combs between the existing brood, to encourage the queen to lay more. That's what I do, to build the stock right up as quickly as you can before the main nectar flow, if possible, or at least to get them strong for the winter. If you don't have full comb, put the foundation in around the middle, when the surrounding brood is capped, providing weather is good.
yes, i got told to never put the foundation against the wall of the hive unless you're adding a complete super on top.
