I really wish I knew why also. So much happens in the manga that we never get to see in this OAV. I guess we'll have to learn to be happy with the bits we did get.

They never made anymore, the anime covers about 7/21 volumes of the manga, so about one third of it. I recommend reading the manga if you want to know the rest of the story. Its all on amazon now so you can buy it if you want, or I have the scanilation version that was translated buy a fan group, if you want send me a message or email and ill post it on megaupload or something
