I'm sure this is old news, but I was able to disocver this myself using frame advance on my VCR for a copy of this I have on tape. Saliguana's tongue isn't just struck like we see Bookala's black tongue being, but it was actually sliced in half by the Power Sword. That's why from there on Saliguana seems to be in extreme pain.
Its a super blink and you miss it moment but you're right. I have it on my screen as I type. However, it doesn't tell us anything (not like there were any mysteries with the Saliguana Zord fight anyway). Good eye anyway.
To me, it showed that the Saliguana had good reason to fall back and howl in pain. I noticed that Evil Bookala wasn't in nearly as much pain when his tongue was simply struck with the sword.

yes this is definitely true as I can see the tongue being sliced in half by a straight power sword belonging to the original megazord

Its possible he didn't use his fire breath in the real Zord fight.
