Simple solution to stop the North American Union. Canada democratically votes for annexation to the United States. This solves the problem since now you have a voice in the U.S. government. If you don't like something about it you can change it from the inside. Instead of just complaining about the U.S. trying to sabotage you all through stealth you would have the power to stop it from happening. It's a radical solution yes but one that would work.
