San Francisco, is a very different town infrastructure-wise than other cities in California, there's no way he could actually implement this unless he laid down miles of track that would cross the world 8 times. The cost would be insurmountable, because they would have to buy land already built on. I admire him as a mayor not as a governor of a bankrupt, populated state.
I urge everyone to look up RESNET/HERS and its Energy Providers and judge for yourself. See your tax dollars going into the pocket of a giant monopoly.
