I think Jack was never used to his fullest potential. Tim Burton had another Joker in mind, more akin to Killing Joke, even down to saying in his treatment made for the film that he was about diss-order and chaos.
Tim Burton was not in fullest control as the producers already had what they wanted set in motion. They wanted to use much of the earlier treatments, which had added the Joker killing his parent's plot that Tim only altered a bit.
Tim himself stated he never liked the first's tone.
Hell, even Steven Engleheart had to deal with adding the Joker killing Bruce's parents plot. Tim's Joker was described as having a smile cutting into his cheeks as well, hence the scene in the film where the glass cuts Jack's cheeks. Instead, it was formed into surgery to fix this having this nerves cut from use and made into a permanent smile.
To think about it, the 89 film WAS going to be the potential 08 style Joker, but instead, it went more Engleheart Joker than Moore.
