Tertiary education was totally and completely free until 1989 when they introduced the CESS, where students were required to pay 15% for the course of their economic programme. The UNC when they came into power had the $1 for $1 instituted. They made it so that we had to pay 50%, when before we were made to produce 15%. Now when the PNM came into power, they introduced GATE. Where you pay very little of the fees, if you pay 1% you pay plenty.
