Very distracting and noisy. As a result, it was near impossible to hear what they were saying. I felt it was a hostile act, but what do I know?

It relies on laws to determine what that entails.
Without laws, the judicial system cannot ensure justice, and the government cannot protect its people.
In such an anarchistic scenario, individuals decide what is just. Such individuals may arbitraily decide that theft is worthy of death.

Amendments have always existed. That's why they're part of the original constitution.
