Depends on which version you - the American Version seems to need "Booster Discs" in order to unlock the costumes. Japanese Version 3.1 & european version are 100% complete (american was only 80%) and you unlock costumes by beating # of opponents in survival or getting a Silver Xbox Item in Survival with that character.

play survival with some characters, beat 20 people. Play survival with some characters, keep winning until the xbox logo appears,collect it.
Beat Time Attack with some characters.
