Hasen ijou... means "somewhat/just about 8000". if you dig even deeper in this theme, this is a classic standoff in japanese battle sequence much like how the samurai opera shown in those days in japanese network. in western term, it's like two cowboys in a quick draw battle

In original japanese manga and anime Power Levels were first used as a measure of ones fighting strength by Vegeta and his goofs and continued until the scouters giving the reading weren't able to read them anymore due to their height... unfortunately the english dub didn't do this since they didn't understand what Ki was and continued to use Power Levels all the way down which was a epic Fail with capital F... Oh you dumb people how I love you so... Peace
