I don't know what it is, but for the first part of this tune I can hear in my mind when I listen to this "I hear the words "I hear the blues are calling, tossed sallad & scrambled eggs" it seems to fit up to 0:25 then 2:52 to the end it fits there too, but better with the added trumpet bit.
God, I remember playing this game when I was young and I was not good at it. I never thought of getting the info on service buildings. So I placed them randomly. I never learned about land value. I really never made a good city. So I started a city where I did that thing that let's you build every single building in the game yourself and made a city from that. I continued to just place stuff randomly. It wasn't the correct way, but it was the closest I got to a good city.

Even with our colleges, the average Sim IQ level is not even close to being comparable to the national average. The University would allow prospects for high-tech industry and higher wealth bracketed commerce. I never understood why this was "3000" instead of just "3". I guess at the turn of the millennium everyone was pushing the word "2000" in media so they decided to multiply the next Sim City game by 1000 so it sounds better.
