He has been top dog in the bat-villain list from Batman issue one. Bane commits the unforgivable crime of being boring. But on Batman Beyond that is set in the same Batman world you see that Batman retired because he was afraid that he eventually would kill somebody, Nightwing moved to another city, Batgirl and Batman was in a relationship and she became the new commissioner and Robin got turned into the son of the Joker and Harley but resisted the brainwashing to save Batman and killed the Joker and then quit crime fighting.

Alfred and Gordon died of old age i think.

Justified though in a place like Metropolis. The baddies that frequently roam terrorize the city are ones that go toe to toe with superman. Lasers would be the correct choice of weaponry for them. Plus Lex Luthor probably funds the futuristic weaponry. On the other hand, Gotham has Wayne Corps. Which I'm pretty sure could fund the police department with lasers but chooses not to. Now shows like Spider-man the animated series. There is no justification for lasers.
