And whats the CPU? I'm sure the GPU could handle all that rendering, but the CPU seems to be having some trouble. I know when I downgraded (shitty tech-support guy told me to install the wrong video card bios) from a Radeon 3870 (GDDR4) to a GeForce 9600GT there wasn't that much of a difference. When I upgraded my CPU from an Athelon 5200 to a Phenom II 945 I saw my frame rates double.

@VulcanBikeWizard Has to do with CPU and driver I/O. GPU bottlenecks are really rare. On AMD or Intel APUs you would get best performance. I dunno if CnC G. threads properly, though...
