Not a single thing the sniper said was a lie. Did anyone else notice that? Not a single lie.

Colin Farrel was the villain here, not the sniper. The sniper is someone who knows he's in a world of shit, and tries to pass on that same mentality to others. Hopefully to change them.

He uses his rifle as a teaching tool, nothing more. People learn better from the barrel of a gun than anything else. Fear breeds honesty and the sniper is well aware of that univeral truth.

There's always a means to an end. In this case being a phone, a rifle and a pizza guy.

@Dresden1065 Actually, the sniper did lie once. When he called Stu's cell phone he told him that it was Kelly calling when it was actually him so that the cops would shoot when Stu answered it. I understand the sniper and somewhat agree with him, but no one has the right to play God with someone's life. I don't believe this happens all of the time, but what goes around comes around. Often will bad people be punished some way at some point in their lives because of the evil they've caused.
