They are both very good. Gabriella obviously liked Connie's version because the arrangement is so similar. I think it was a tribute to Connie that she recorded this song. Good for her! And Connie will always be a legend!
There's no reason why someone shouldn't cover a great song, unlees they totally kill it in their efforts. But, in my view, Gabriella Cilmi has done the song some good and has brought Connie to the attention of a lot of people who would otherwise not have known who she is.
Yes, i've heard that version too. But, that version was on a label (i can't recall the name) that specialised in putting out cover versions of chart songs at lower prices. Not that it's an inferior version, it was just recorded by session artists who were employed by the label to sing like the real artists. There was a few labels that did this during the 60's. The Connie Francis version is best in my opinion.

Interesting mix. I'm not sure there is much comparison however. Connie's voice will always rise to the top in my world. I must admit that as a lifelong fan of hers it is always flattering to me when another artist will cover her song(s). I've yet to hear one cover that sounded better than hers. Connie for me, purity of voice. Gabriella is not half bad, but her husky gospel-warble doesn't lend itself so much to a warm feeling this winter.
