I lived in Santa Cruz '75 until '89 and got to see the homeless problem "evolve". Started in the hippie days - were called "Trolls" because they lived under the bridges. But after Reagan, the homeless problem got worse as CAMP wrecked the thriving local Weed growing industry that was HUGE (more bank accounts than people, 1 lawyer for every 3 residents etc.) After the Earthquake it skyrocketed and became more evil. Probably because more hard drugs moved in with the Mexicans (coke / heroin)
