Water was not discovered ten years ago. It was theorized there might be water, and thus began a decade long planning process to figure out how to test for it.

As of 7:30 ET time THIS MORNING Oct 9th, nasa launched the stage two portion of the LCROSS probe into the lunar surface. The probe then passed throught the resulting plume and analyzed samples of the potential water particles before crashing itself into the moons surface.

FYI, Water on moon means you can create air, fuel and water while on the moon. That means you don't need to bring it with you, making space exploration an order of magnitude easier and cheaper.
