This is a great funny reproduction of the Philips Carousel commercial, all made with people in still positions and some cool effects in CG (the gun fire and the money in the air) and green screen (water, beer, pee etc.). There are also some behind the scenes here on youtube. In Italy there was a commercial for "Campari orange passion" made with the same technique: the difference here is that the shots are edited/cutted.

So, things that make this scene awesome; The fact terry walks into the bar with a beer already in his hand. A random homeless guy starts to party with them after ditching a pair of arm wrestling bikers. Terry then pours beer all over the homeless guy while Allen had stole and shot Terry's gun. Terry takes his gun back and proceeds to take over bartending while the bartender is angry on the phone.. The Priest and allen have lines of cocaine ready to go and allen bite him, then theirs a cougar.

oh, and the "official" name of the effect is "time freeze effect", i saw it for the first time in Swordfish, it was not a complete timefreeze but it was almost there, then matrix took it to the next level... and now its a widely used way of describing a situiation in movies and tv series, CSI las vegas has some cool ones, and yes, it is expensive equipments they use, specialy the motion control cameras and some chroma elements that have to be removed later in post.

actualy, they use a "motion control camera", its basicaly a mechanical device that holds the camera, and the motion of the camera is programmed in a computer, this device can repeat the same motion over and over, the actors are actualy standing into position while the shot is made, giving the apearance of "time freeze", motion is repeated as needed, all the shots mixed in post, and dynamic elements added with CGI, like flying water, particles, etc... aand done :)
