that was the fire sirens, im sure the fire departments were responding to a flood emergency called in by a home owner!! i bet they had hundredsa of calls for assistance.
I'm pretty sure it happened in May. There wasn't really any warning either, funny thing is, the city claims the warning sirens went off when talking about it in the paper. If you listen closely in the video, you can hear them going off about 8 hours too late.
