I saw these bottles everywhere in Manhattan, and wondered the same thing. They contain liquid Nitrogen (clearly marked) and are associated with the telecommunications network. I'm not sure if they are to help with speed or moisture displacement, but a lot of them are rigged up in a surprisingly ghetto matter. Bottles aren't secured properly, cars parked on top of the lines, nothing to stop a car crashing into them at some of the busiest intersections in the world, ice all over the nozzles etc.
#1 thie cylinder has been droped before you can tell by the bent ring on top.
#2 it is a airgas cylinder and is not properly labeled, you can tell by the torn label around the top
#3 it is not properly secured.
#4 it doesn't matter if the gage reads empty, there is always residual liquid in the cylinder that can cause a liquid cylinder to become a missle if knocked over.
#5 liquid nitrogen is not the coldest substance in the world...liquid helium is, all other gases can become solids
Nitrogen is used to displace moisture in large telecom and high voltage lines. And since NYC has most of their electrical lines underground they are prone to moisture damage.
Back in the 1930's, They used gas to give power to stop lights in New York City. But one of the gas bottle exploded. After that, they stoped using those.*The bottle is connected to the stop light:-)

it cant be right to leave a nitrogen cylinder on a busy street unattended.what if someone jerked around with the regulator,or even slackened it off..
