It's nothing to do with ranged level- it's the ruby bolt's enchanted special, which take 20% of opponent's health for 10% of yours.

IT doesn't matter how high your range is, you only need a c'bow which can fire ruby(e) bolts (addy c'bow can do this, so you need at least level 46 Range).

The high hit is because, you drain 20% of the titans Hitpoints (750*0.2=150).

Nothing else on RS has that much HP (except the Corporeal Best, but it has a damage reducer, so the maxhit is 100, instead of 400).

Range max hit isnt affected by range boost - range boost is like a slash bonus just helps hit the max hit would be the same even in just a cross bow + bolts - only thing that makes range hit harder is void
