Usually, when a candidate is giving their vision for America - I expect them to be a little more excited and focused. It seems about 15 years too early for Obama - he still needs time to define his ideals. It is evident in the way he needs too many pauses in his rhetoric. He has been put in a fortuitous situation of funding - but not of new ideas.
I think you need to watch the video in context. If you listen to other pieces of the same interview, he's speaking softly throughout on a host of issues. As far as the pausing, that is the mark of a diliberative mind. I think it's refreshing to see a candidate thinking through these issues, rather than just being decisive and wrong all the time (a la our current President).

haha.. I'd love to hear how GW Bush's Vision for America sounded. How many pauses did he have? He probably didn't even make sense half the time.
