I talked to him today in person. It was a dog and pony show. Locals showed off the $12,000,000 park project to protect fish.

Basically... Build a bike path, but it floods, so build a waterfall, but then fish can't swim up and down for reproduction so they built a fish ladder... There was a community garden setup, with pointless locks on a 4ft gated fence and the "dirt" was toxic so they built wooden boxes on cinder blocks to prevent contamination. It was bull.
