I don't understand how you came to any of your conclusions unless you maybe live on the internet and need to get out more.
If restaurants took over paying for their servers, two things would happen: 1) Your steak would double in price, since the business now has much higher costs to cover; 2) Your service would decrease. The tipping system is an incentive for your servers to do their job to the best of their ability, since their whole income is dependent on the customer. That's why black people often complain they don't get good service - b/c servers don't see the incentive in spending that much time for 5%.
I'm not one to play the race card or get offended easily by race jokes. That being said, I'm black, I'm 18, I ALWAYS tip. As does the rest of my immediate family. But my mother used to be a hostess, and even she said most of the black people were bad tippers.
