Snow in GTA San Andreas - Winter

Hey so I have my GTA SA Patched to version 1.0 and have also instaled the mod cleo +, and if I dan ctrl (ctrl) with + hit, it does not begin to snow:

If you have a numpad, you press the + key on it, underneath the - key and above the enter key.

where to get the gta 4 effects for san andreaS ? btw millenia weapon pack looks like gta 4, same knives , same guns , and i got the gta 4 radar and hud mod ! u can see ur health down instead of up and it's surrounding the map like in gta 4 ! if u ever played !
