I don't really get it. Couldn't you just go one block at a time, starting from the right, and move every block to the "up" position? I'm not quite seeing the difficulty here.
You can't get them all out at once because: A. The bricks are hitting a thing at the bottom of the puzzle and B. The fingers can't be moved down if a brick is up.
The reason he can't just go down flipping them all is because the thinger set to 0 will bump into any piece which is flipped up. If he flipped them all up, he wouldn't be able to move the bumber thingy.
Hmm... i wonder if there is a diagram available for this puzzle so that I can make one.

@SaiyanKirby there are fixed obstacles + one moving obstacle which do not allow to do start from the right.
