Here, cars come first, pedestrians come second. At a busy intersection you could wait upto 5 minutes until the road's finally clear for you to cross.

I'm pretty sure if the examiners read the law book they would find that the law doesn't give anyone the right-of-way. It only talks about who yields the right-of-way. To say that the driver who arrived first has the right-of-way is a misstatement of the law and can lead to disastrous results. People do get killed going through green lights because the driver with the red didn't give the right-of-way.

@joyauto Is there in the law really no mention about priority of intersection control types? I mean: cop, then traffic signal, then signs, and then uncontrolled intersection?
