at the end the 2 black enties try to stop chii, because if a non human get in love with an human supposely horrible things would happen to all the chobits robots and the internet , and the girl( the black dressed one entity ) try to stop it and almost resetb all the chii's system , hideki cries because all the chii thoughts was delted and the waitress reset the chiis sistem totally and hideki 's heart is awfully broken, but chii cries even if be a persocon ( that shouldnt cry because are machs

I'm pretty sure the Manga explained that since that was a reset button, putting it in the vagina would basically keep any relationship Chi had with a man pure and sex free. So that the man would have to love her for her and not for sex... I think.
