The movie came out a long time ago. You know, it's entirely possible they had the life scale Bumblebee built and paid for well before the bailout. If you actually care to know, GM is pinching pennies like no other. They went as far as to stop using their elevators to save power, and to only buy pencils for office use because its cheaper than pens.
