Okay, so basically it's this real cool luminescent material they use to place on drums, very similar to normal drum wrap. Now, not only can they just simply light up your drum kit, but you can trigger them so that when you hit a particular drum, it blinks or has some sort of effect. Totally cosmetic, but the need for acrylic drums in order to light them up is no longer the only option. Cool stuff. =]
i'm not sure how it works either, but I saw one of these ceelites at a guitar center and it has the craziest texture to it. Unfortunately I couldn't play it because it wasn't on display.
