Halo 1, the ship you fly to the first halo isn't armed for heavy land engangement, only outfitted with Pelicans, Scorpions, and Warthogs. Halo 2, I'm not sure, since for some of the game your fighting on Earth, and on a more military based ship.

You know it's very possible that humans did meet flood on Harvest. If they did, ONI would have ovbiously covered it up. Then no-one aboard the Pillar of Autumn would have known. Plus, ONI probably did that with the HALO event anyway.

So most humans would have never heard about flood. Even when it landed on Earth in Halo 3.

the first part is on harvest and yes as said by guiltysparkmeister there are no containment facilities on halo but what i think is that they chase the covinent and find them on halo and don't know what halo is but go after them anyway and then the medeling that the covinent makes causes the flood to come out and there u have it.
