Madolyn probably sent this envelope to Dignam (Wahlberg's character), the contents of which revealed that Sullivan (Damon) was a bad cop who working for the mob.

They know what to look for when investigating a murder scene, so the fact that he was wearing booties and surgical gloves and had a silencer on his gun isn't out of the question at all. In fact, it makes more sense for a cop to be a professional hitman.

Matt Damon will go down as a "hero/martyr" because people will never know who he really was/why he was killed. The headlines will read "honorable cop tragically killed." The good guys did not win.
