@Jessicayskull No reason, it was just a joke about how when someone's plotting some evil scheme they always talk to themselves out loud and no one around to listen. So the joke was, was that whoever she talks about (in most cases Debbie) would suddenly reappear next to her and heard what she said also. It just became Pim's thing over the course of the two seasons.
