You shake them, or "bonk" them in order to knock the cluster apart and make it so that you can "pour" them into the hive. If you've ever seen how tightly bees can cling to each other - it's amazing - and you need them to be more of a loose mass instead of a tight ball for installing them into a hive like you saw.
