Owned by the banks or not (which I believe they are), in the end presidents are ultimately self-autonomous individuals (like all of us) and *choose* to engage in rightful or wrongful actions. Individuals always have the final say on what they do. A "higher" agency can tell them what to do but they do not have to do it.
