Ouch.. U need a rebuild alright, but theres also another common problem which is the starter turns too slow due to that one of the brushes has lost contact, something that makes it run at 1/2 speed...
This is obvioulsy a Perkins A 3.152 3 cylinders engine, according to the noise!
Usually, those engines start on the first compression (mine does so). This engine is a very bad condition (more than 10.000 hours?), poor compression, valves burnt out, dirty injectors.
@Foggy677, you are correct, deffinatly a 3 cylinder from the sound when it eventually fires on the third cylinder. Just needs a complete overhall like you said.
I would say the thermostart is no working correctly (not geting any diesel fuel or not opening correctly) and the injectors probably need re-setting or new nozles. They should fire quite quickly if the thermostart is wrking as it should and the amount of white smoke means it's not getting enough diesel fuel each time it fires or it's not sprayed in the required patern.
I may be off as I just have the video to go by but getting this looked at won't be that expensive....
The 23C 4 cilinder has always been viewed as a bad starter but no one seems to grasp that an engine with a timing chain instead of gears needs re-timing of the injector pump like on petrol enngines. And in this case it won't start well if it get's out of tune. Reset it and it will make a world of difference !.
Better buy yourself a new tractor. Mine IMT 539 (Serbian version of MF 35) starts faster with no heating from first crank

This engine need a whole overhaul!

it is a 3 cyl, and it always starts like that when its cold outside, in the summer, she fires right up no problems, no smoke either

the Ferguson 35 4 cylinder is always been hard to start when it's cold.. :)
