The speed of light does change. It slows down when traveling through a medium (like air or water). It can never be faster than c but it can be slower.

how could they find out the age of the universe when they are not sure if the speed of light was constant during the big bang, how are they sure that at the time of the bang the speed was not 3000 or a million times the speed of light. The speed of light does change. It slows down when traveling through a medium (like air or water). It can never be faster than c but it can be slower.
