Most likely a waterspout that became a landspout, which makes it a tornado. And for all those who think tornadoes are just suddenly popping up in California, check the records, tornadoes have been observed in California since the late 1800's when they started keeping records. Southern California counties have the highest number of sightings also.
It's crazy, this video was shot, like, two blocks from the house I grew up in. Man, if I saw something like this when I was living on 22nd Street I'd have flipped! .
@hotelbleustar I believe you are thinking of dust devils...Waterspouts are exactly the same as tornadoes aside from the fact that they are over water. They have been known to flip boats up and out of the water.

This is far from the first time in history... California has five-ish tornadoes every year, it's just that they're mostly either in rural areas or they're waterspouts off the coast.
This year is an El Nino year so naturally we're going to get three times the average amount of tornadoes, thus increasing the chance that people will actually see a tornado.

We do see around 5 a year...In fact, last year we had 11 reported (there were at least 2 more I know of that went unreported)...This year we already have 1! Rare, yes but definitely not improbable like a lot of people seem to think!
