Yes he did, In one of his concerts Peanuts hair accidentally fell off, so Jeff thought it would be cool to make it part of his act and created a puppet that would lose it hair on cue. One of the extras on the "Spark of Insanity" DVD shows how Jeff designed Melvin, and my information was taken from that extra.

It was, if you watch the Jeff Dunham video about him making the putter of Melvin he actually explains the hair is made to come off so he can try to make it fall off during the act, it's not exactly scripted because he has trouble making it look like it accidentally fell off, but he has the joke prepared for when he can get it to.
