@vmobius07 You could say that about any character, "Dan is SSS Tier if used rIght!" Seth has the most options out of all characters but his stun, health and damage output are terribly low so he can get stunned from 1-2 decent high tier combo's or even sometimes 2 or 3 hits from some grapplers. Seth gets punished much more if he screws up compared to other characters and characters that have decent anti-airs like Cody stuff his dive kick approach.

For dropping ryu and adopting a brand new fighter 4th place is excellent. Plus he got perfected by SETH. Seth is a fighter who constantly perfects people, even though fuudo fucked up poongko his first round was lost by a perfect.
