The compartment on the bottom of the balloon where the boy would be was found unlocked. Either the boy fell out, or what happened is he released the tether, got scared that he would get in trouble when the balloon started floating away, and hid.  Hopefully, the latter is true and the boy will be found, and only get in trouble for hiding and worrying his parents. My thoughts and hopes are with the family.
