Well.. you could argue that back in Muhammad's day the age that people normally got married was different. I mean, even back in the 17-18 hundreds the age of marriage went from 13, to 15, to what it is now. It's grown as our life expectancy has grown.
HOWEVER, generally the West has conceded that marriage, etc, is not done untill the women are in the general age of puberty I believe.. which is to say 13+.
